2.1 Digital Library Enhancements

All 2003 (Major) conference proceedings are now in the
 ComSoc Digital Library.  Our basic Patent Citation links
patents to the ComSoc articles, listing the patents that 
cite the article.  The Patent Citations are in the bottom 
section of the mini-paper.  For an example, go to

IEEE Communications Surveys & Tutorials - Is now included in the 
Digital Library under the new category called "Other Publications".
